Les chefs d’Etat et Gouvernement de la Communauté Économique des États de l’Afrique de l’Ouest (CEDEAO) ont tenu un sommet Extraordinaire en marge de la 36 ème Session Ordinaire lors de l’assemblée de l’Union Africaine à Addis-Abeba (Éthiopie) ce 18 février 2023 sous le leadership de son Excellence Umaro Sissoco Embalo, Président de la République de Guinée-Bissau et l’actuel président de la CEDEAO.

Le sommet extraordinaire est tenu pour examiner les progrès concernant les transitions au Burkina Faso , en Guinée et au Mali ainsi que d’autres points concernant certains pays de la zone.

Sur la transition dans les trois pays :

La Conférence des Chefs d’Etat et de Gouvernement a rappelé le calendrier de transition consolidé de 24 mois couvrant les dix (10) domaines prioritaires pour les autorités de transition élaboré conjointement avec
La Conférence des chefs d’État et de gouvernement a appelé le gouvernement de transition à respecter l’esprit de l’accord signé entre la CEDEAO et la République de Guinée le 21 octobre 2022 à Conakry portant création du Comité conjoint de suivi et d’évaluation, et à s’abstenir de toute action unilatérale risquant de porter atteinte à l’esprit de collaboration des deux
La Conférence des chefs d’État et de gouvernement a exhorté les autorités guinéennes à mener un dialogue national inclusif avec tous les acteurs politiques et à garantir la sécurité et la liberté de tous les participants et a instruit le président de la Commission de la CEDEAO d’accompagner le processus.
La Conférence des chefs d’État et de gouvernement a chargé le Médiateur et la Commission de la CEDEAO de continuer à engager les autorités et d’assurer la pleine mise en œuvre de la transition.

II. DEMANDE CONJOINTE DE LEVÉE DES SANCTIONS

La Conférence des chefs d’État et de gouvernement a été informée de la demande des ministres des Affaires étrangères du Burkina Faso, de la Guinée et du Mali, visant à ce que la Conférence lève les sanctions qui leur ont été imposées à la suite de leurs coups d’État respectifs.
La Conférence des chefs d’État et de gouvernement a décidé de maintenir les sanctions existantes contre les trois pays et d’imposer une interdiction de voyager aux membres du gouvernement et autres hauts fonctionnaires dans les trois pays.
La Conférence des Chefs d’Etat et de Gouvernement rejette totalement l’action unilatérale prise par les Autorités de Transition en Guinée en ce qui concerne la mise en œuvre de la route de transition
La Conférence des chefs d’État et de gouvernement réitère la nécessité d’ouvrir l’espace politique à toutes les parties prenantes dans les trois pays et d’assurer une politique inclusive
La Conférence des chefs d’État et de gouvernement a instruit le président de la Commission de la CEDEAO d’appuyer la mise en œuvre des feuilles de route de la transition et de renforcer l’appui sécuritaire et humanitaire aux pays touchés pour alléger les souffrances des populations.
La Conférence des chefs d’État et de gouvernement appelle l’ONU, l’UA et tous les partenaires internationaux à soutenir la mise en œuvre des décisions de la CEDEAO sur les trois.

The Authority of Heads of State and Government of the Economic Community of West African States (ECOWAS) convened an Extraordinary Summit in the margins of the 36th Ordinary Session of the African Union Assembly in Addis Ababa (Ethiopia) on 18* February 2023, under the Chairmanship of E. Umaro Sissoco Embalé, President of the Republic of Guinea-Bissau and Chair of ECOWAS Authority.
The Extraordinary Summit was convened to examine the progress made with the transitions in Burkina Faso, Guinea, and Mali, as well as the level of preparations for elections in Nigeria, Sierra Leone, and The Summit also deliberated on the update on the establishment of a Regional Force against Terrorism and for the restoration of constitutional order, and a briefing on the outcome of the EU-ECOWAS Political Dialogue that took place in Brussels, from 6’h to 7t^ February 2022.

The Authority of Heads of State and Government took note of reports on implementation of the transition roadmaps in Mali, Guinea and Burkina They also took note with concern of the dire humanitarian and security challenges in the three countries particularly in Burkina and Mali. The Authority instructed the Commission, in closecollaboration with the ECOWAS mediators, to monitor and to report back to the next session of the Authority on the implementation of the various transition roadmaps.

II. JOINT REQUEST FOR LIFTING SANCTIONS

The Authority of Heads of State and Government was informed about the request of the Ministers of Foreign Affairs of Burkina Faso, Guinea, and Mali, for the Authority to lift the sanctions imposed on them following their respective coups d’état.

The Heads of State were briefed on the outcome of the Extraordinary meeting of the ECOWAS Committee of Chiefs of Defence Staff and Chiefs of Intelligence on the establishment of a regiona(force against terrorism and for the restoration of constitutional order, held in Bissau, Repub(ic of Guinea Bissau, on 19 December The Heads of State and Government noted the progress made in the efforts to establish a regional force to combat terrorism and deter unconstitutional changes in government. To this end the Authority instructed the President of the Commission to engage with all member states, particularly those severely impacted by the situation, on the way forward.
